destine は「運命づける」とか「〜へ行くことになる」という意味があります。that you should be destined for this wand
は「お前がこの杖にたどり着くことになっているとは」です。
「it is 形容詞 that 〜」の形容詞が話し手の主観的な感情を表すときは that 以下の文章には should が入ります。curious はオリバンダーさんが奇妙だ、不思議だと感じていることなので、you should be destined となっているのです。
its brother は不死鳥の羽根を分け合ったもう一本の杖のことですね。when its brother gave you that scar は「その杖がお前にその傷をつけたっていうのに」です。
